If you get a seat in AIQ but do not report to the college, the security deposit will not be refunded to you. If by any chance you do not get a seat in any round, the security deposit will be refunded no matter what. Same is the case for state government. Only apply to the counselling if you are not sure of getting a college through AIQ.
