When you get a seat allotted in the first round of the counseling, there is a deadline given to you before which you have to accept the admission in the college if you want to. If you fail to complete the admission in the given deadline your seat will be left vacant and passed to the next round of the counseling. Now, since you have not paid the fees in the college at the given time so your seat is vacant and you have to get the seat again in the next round.

Dear if you have not completed the counselling process in first round by paying the fees in the institute then the seat alloted in first round will be rejected and you will then have to report again for the seat alloted in second round and then confirming the seat by paying the required fee.So,there will be no choice like you are asking to get the seat from one of the round.
