Hi aspirant,
JoSAA or Joint Seat Allocation Authority is the counselling conducting body for admission into IIITs, NITs, IIITs and other GFTIs. This year it is conducting counselling for 111 institutes. For more details please check the following link: https://josaa.nic.in/
CSAB or Central Seat Allocation Board is the conducting body of spot round counselling after JoSAA counselling is completed to fill the number of leftover/vacant seats in NIT+ system only.
For this year the eligibility criteria to obtain either 75% or more aggregate marks, or being in the list of top 20 percentile list in respective board has been scrapped and now candidates just need to obtain a passing certificate. This is what you were trying to ask.
Hope it helps you.
