Hi.
The cut off mentioned is usually the final one, that is after all the rounds of counselling in a particular state for state quota, or the all India Counselling for All India quota is done. this means if all seats are allotted after the second round, the colleges release their list, which is mentioned on the website. If it is done after the mop up round, the same thing holds true.
