Hello student,

As you said all though there are almost 41k govt seats in India through NEET 2020 all the seats are not open to all students. https://www.google.com/amp/s/medicine.careers360.com/articles/government-mbbs-seats-through-neet/amp

The seats are in different states of India. A student applying for All India counselling will be eligible for only 15% of these seats all over India. The rest of the seats in a particular state are for admission through 85% state quota. The seats are also divided among differeng categories such as UR, SC, ST etc. Go through the article to know about NEET counselling process. https://medicine.careers360.com/articles/neet-counselling

So you need to be within cutoff rank in your particular category and state. Cut off varies accordingly every year. https://medicine.careers360.com/articles/neet-cut-off-for-government-colleges

Hope it helps.
