I see you are looking for a bachelors degree in mass comm (journalism). There are not many government universities that offer UG degree in mass comm and journalism. Some of the government institutes and programmes are, 

1. BA in Mass Media Hindia- Jamia Millia Islamia

2.  BA (Hons.) Journalism- Delhi College of Arts and Commerce

3. Bachelor of Mass Media (BMM)- KC College of Arts, Science and Commerce, University of Mumbai

4. B.A. Journalism - Madaras Christian College
