Yes they can, but most of the seats of general category are reserved for state students and the cut-off for outsiders is a little high.Although, you can give it a try.
Shweta ma'am, please tell me how do I apply for this? Ojee couselling does not give these colleges in options of choice filling. My obc rank is 30050.
