There is no undergraduate level course in India which gives you opportunity to specialized in Astronomy and Astrophysics. So in Undergraduate level, you should choose any course which can give you depth background of core Physics and Mathematics.

In IISER Pune, you can take two coures, Astronomy and Astrophysics and General Relativity and Cosmology in your 3rd and 4th Year. In Practical, you don’t need many Professors to teach you just these two courses.

Reservation is provided to underprivileged Section of Society for their upliftment. From 2019 onwards there is an EWS( Economically Weaker Section) quota in all major educational institutions across the country.

In IISER, off course, there is reservation for EWS. Following are the reservation provided by IISER to different categories of students:

SC — 15%,

ST — 7.5%,

OBC-NCL — 27%.

PwD — 5% (supernumerary),

KM- 3 seats per IISER (supernumerary),

EWS — 10% (according to Government of India rules).

Indian Institute of Science Education and Research offers dual degree which is integrated BS-MS Degree. The duration of the course is 5 years. Admission is done thru JEE Advanced channel, SCB channel and KVPY channel. Candidates must have passed 10+2 or its equivalent with Science stream from a recognized board.

I presume your query is if after completion of BS-MS dual program  of five year duration, you can apply for UPSC or not.

Then the  answer is yes, after completion if your course in five years,you'll be eligible for UPSC Civil Service Exams, as per its eligibility, candidates should have done graduation in any discipline from a recognized University, attained 21 years age, you can apply even in your final year, there's no specific aggregate required in this case.

The Indian Institute of Science Education and Research has released the notification for its aptitude test for admission to BS/BS-MS course. The test will be held on 18th September, 2020. It will be a computer based aptitude test. Last date for applying to the test has been extended till 16th August, 2020. Indian Institute of Science Education & Research Thiruvananthapuram has postponed IISER aptitude test 2020 ,which is held for admissions through SCB channel. New dates will be announced soon. There is no news yet regarding the new dates of IISER 2020 exam. The Officials have not yet declared the exam dates. Keep your eye on the official website and the news for the latest information.
