I'm sorry to inform you but according to your rank in Jee mains, you can hardly get any college. And in vit you might not get your desired branch and the main campus. 

You can apply in iiser through scb ,but you have to take aptitude test for that. 

Or you can take a drop for an year and prepare once again for jee.

Yes you can definitely hope for iiser Trivandrum In the next rounds.

in the higher rounds probability of getting better colleges increases.

This happens only when there is availability of seats.

But there is no certainty for this as each year there is different scenario.

But hope for best and you can get the desired college.

Yes Thier will be fourth round or mop up round and it will be in the month of the August were you can attend the counseling for fourth round.

Result of the second round of seat allotment is expected to be announced today. It may be due to some unforeseen error that it hasn't been announced yet. Indian Institute of Science, Education and Research is among the premier institutions of India.

With your above mentioned rank, it'll be quite difficult for you to fetch a seat in IISER even in OBC NCL Category.

I'll suggest you to wait till the final round of counselling as this may fetch you a seat there.

You can also apply for the KVPY fellowship if you are a KVPY scholar after giving the KVPY entrance exam and IISERs would draw fellowship as per it's norms. Other than that there is only the INSPIRE scholarship present. You can find the notice here - https://www.iiseradmission.in/

No,The droppers are not eligible for DST-INSPIRE Award. Even the students of BS-MS of Economic Science & Engg Science are not eligible for this scholarship. But students can apply for other scholarship from other organization separately.

So you have queried to know about IISER admission 2nd round of seat allotment. It depends on whether the seats were completely filled in the first round of counselling process itself whose result was announced on July 2nd, 2019. According to the official website of IISER admissions, the date for second round of allotment will be on 12th July, 2019 Friday. The deadline for withdrawal of seats is 3PM , July 20, 2019.
