Hey.
Here is a list of NLUs and their respective cut offs for the general category for admission through CLAT in the previous year. You can expect a similar range of cut off ahead too. You don't have much chances for RMLNLU with a rank of 1341 even with the domcile as the previous year trends havee been higher. And in colleges like RGNUL, CNLU Patna etc there have been vacanies in the past. And you do seem to have fair chances for admission to such NLUs in case such vacancy arises. Top NLUs don't have vacancies usually, so chances are not much. Middle tier NLUs like the ones I've mentioned above might  vacancies. So you'll have to check websites of these NLUs to stay updated.

Hey.
This year as per the first allotment list the cut off for admission in Patiala was a rank of 442. And the cut off for admission in Shimla was a rank of 622. And last year as per the final allotment list the cut off stopped at around  a rank of 800 for Patiala and a rank of 1200 for Shimla.
considering the previous year trends, chances for upgradation from Shimla to Patiala are not much. As RGNUL being a comparatively older NLU is more preferred. Hence the chances seem to be less for this RGNUL.

The cut off for admission in any of the National Law Universities through CLAT in the previous year was a rank in the range of 1600 for the general category. Considering that your rank is 3140, you do not seem to have any chances for any of the National LawUniversities if you belong to the general category in any subsequent allotment lists. Even for NLU Sonipat chances are not much.
Usually there are vacancies in the lower NLUs as people leave their seats for other colleges. You might have a fair chance then. But vacancies are very uncertain and you might/ might not have a chance.
For vacancies, you need to catch up with official websites of each lower tier NLU. As thw vacancies are handled by NLUs themselves and not through any common mode.

Also, if you have other optiona various non NLU law colleges and even private colleges are better than the lower tier NLUs. So you can prefer joining those instead of waiting for vacancies if the fees isn't a problem. As there isn't much difference in fees of various NLUs and private colleges too.
Other than colleges with their own entrances, There are various Private Colleges that accept CLAT scores other than the National Law Universities. You might even have a chance for colleges under IPU, Delhi if you applied there.

No there is no counseling fee.  You will be allotted seat on the basis of your rank and you will have to keep a regular check on the applicant profile section. So far as vacant seats are concerned every NLU publish list of vacant seats and certain documents have to be posted and uploaded at the time of applying for vacant seats. Once the notifications for vacant seats will start coming in the website all the necessary details will also be mentioned therein. Keep visiting clat.ac.in

Given that your category rank is really good you are definitely getting into one of the top 5 NLUs which are as follows in order of chance; 

1. GNLU,  

2. RMLNLU

3. HNLU

4. NLIU Bhopal

5. WBNUJS

Other than this you are definitely getting RGNLU,  Patiala.

Given that your category is good you have a very slignt chance of making it to RMLNLU. Generally admissions at RMLNLU closes at around 600. However if in case of any vacant seat any seat is left then your name may be kept in the waiting list otherwise you are easily getting into RGNLU. 

With the rank you're mentioning I'm afraid you have less chances of getting into an NLU but you can certainly look out for other colleges like

Hello Devika!

As per the tentative schedule and past year trends, generally the classes for LLM at all National law Universitites are started after the admission rounds and counsellings of all rounds of admission are over. It takes around a month to wind up the post examination and admission process. Since the results were declared on 14June2019 and the last date i.e 20july2019 till which the final statuses of all the selected candidates will be declared is scheduled, the session for 2019-2020 for llm will tentatively commence from the beginning of August.

Our library and classrooms are brilliant. There is a lot of space available. Recently, our campus has become denser due to NCR reservations. Wi-Fi quality is down, but it is still good. The food is fine. Sports facilities are also improved gradually.

I study at National Law University, Delhi. My University does have very beautiful infrastructure which is very much satisfied to the students. Its organised well both inside out with all necessary facilities. Libraries have all necessary books . I don't play sports but my college has a perfect field. Matches do held. We have got proper internet connection. Canteen is always hygienic.

The campus, though not very big, is filled with various amenities like free Wi-Fi, Gym, Sports Ground. Apart from that, every hostel room is air conditioned and proper hygiene is maintained all the times.
