Well it can be said so. Even with all the risen cutoffs and marks inflation that as occured, there is a high chance of NLUs not in the top 7-8 in the rankings having vacant seats even after last counselling.
Most students would take a drop and prepare again to get into top law colleges, which in my opinion is not the right thing to do. You never know what circumstances arise during your drop year and whether a student is able to give his 100% in  his next attempts.

Anywhichways, the fact of the matter is that Yes, you stand a chance in getting through in some of the lower ranked NLUs and if you hold a domicile in some higher ranks ones too, if they be in your state.

As per your rank your chances seems positive to get into nlu though wait for the lists to come out and apart from this you can also fill forms for ipu university though this the first time ever that ipu is accepting the admission on the basis of clat score. As per your score you do have good chances of getting into one of the nlu you can expect nlu ranchi, Mumbai, aurangabad, jabalpur assam, ,Kochi, and tamil nadu apart from this below is a link given of rough estimates and assumption depending upon th e previous year cut off trends that might help you and might give a better understanding.

The cut off for admission in any of the National Law Universities through CLAT in the previous year was a rank in the range of 1600 for the general category. Considering that your rank is 2791. you do not seem to have any chances for any of the National LawUniversitiesif you belong to the general category. Usually there are vacancies in the lower NLUs as people leave their seats for other colleges. You might have a fair chance then. But vacancies are very uncertain and you might/ might not have a chance. Also, if you have other optiona various non NLU law colleges and even private colleges are better than the lower tier NLUs. So you can prefer joining those instead of waiting for vacancies. As far as the last allotment lists are concerned your chances aren't much.
Other than colleges with their own entrances, There are various Private Colleges that accept CLAT scores other than the National Law Universities. You might even have a chance for colleges under IPU, Delhi if you applied there.

As per your score your chances are tough if we see the previous year cut off trends 1500 is the lowest rank that a nlu is closed at so as per your rank it's tough to get but you can apply to other colleges that accept clat score like upes narseemonjee ipu they are good institutes and a good option for back up plan.

     You can try for the following NLUs, it is not likely for you to get into NLU Delhi, NLU Cuttack or NLU Sonipat.

College Infrastructure

Our library and classrooms are brilliant. There is a lot of space available. Recently, our campus has become denser due to NCR reservations. Wi-Fi quality is down, but it is still good. The food is fine. Sports facilities are also improved gradually.

I study at National Law University, Delhi. My University does have very beautiful infrastructure which is very much satisfied to the students. Its organised well both inside out with all necessary facilities. Libraries have all necessary books . I don't play sports but my college has a perfect field. Matches do held. We have got proper internet connection. Canteen is always hygienic.
