For CLAT2019 the merit went high and thus cutoff may probably go high.
With the score of 83 and SC category it seems a bit difficult to get into any of the top NLU but yes you may get a NLU anywhere around the country.

You will have to file an application for withdrawal and take back your documentation. Then you will be able to take admission in nlu. But you will not get back your payment.

It will depend upon the cut off for this year. But you can predict from previous year cut off.
Here is a list of all NLUs and their respective cut offs in 2017 for the general category. Taking a look at this and previous trends if you have a rank till 1200 you seem to have a fair chance for All India seats in NLUs.

Congrats on your CLAT score. According to your score, your rank is predicted to be around 2500 to 3000. According to that, you may get a seat in the following NLUs:
Maharashtra National Law University (MNLU), Nagpur
Maharashtra National Law University (MNLU) Aurangabad
Tamil Nadu National Law School, Tiruchirappalli
With the score you're mentioning you'll get a rank somewhere between 1900-2700. If you fall in general category then chances are bleak that you'll get an NLU but you can definitely look out for colleges under IPU like

Our library and classrooms are brilliant. There is a lot of space available. Recently, our campus has become denser due to NCR reservations. Wi-Fi quality is down, but it is still good. The food is fine. Sports facilities are also improved gradually.
I study at National Law University, Delhi. My University does have very beautiful infrastructure which is very much satisfied to the students. Its organised well both inside out with all necessary facilities. Libraries have all necessary books . I don't play sports but my college has a perfect field. Matches do held. We have got proper internet connection. Canteen is always hygienic.
The campus, though not very big, is filled with various amenities like free Wi-Fi, Gym, Sports Ground. Apart from that, every hostel room is air conditioned and proper hygiene is maintained all the times.
