Considering your rank in entrance exam is 480 and that your Graduation score is 72.78% you seem to have a fair chances for admission in PU overall.
There are 300 seats each for LLB in the Chandigarh campus, 60 each in regional centres.
So considering the fact that your entrance rank is quite average but your graduation marks are quite good, so your chances seem fair overall. But There are 50-50 chances for Chandigarh campus and good chances for regional centres. So wait for the final ranks to be out for a better estimate.

The final selection for admission in 3 year LLB course in Panjab University will be made after giving 50% weightage to entrance marks and 50% weightage to Graduation marks.
Considering your rank is low, you wouldn't have a chance normally. But as you have SC reservation you might have fair chances in regional centres if your Graduation marks are decent. Chances for admission in Chandigarh campus seem less anyway. Wait for the final merit list after combination of two scores for a better estimate.

The counselling schedule and the final merit list after combination of both graduation and entrance exam scores have not been released of yet. As the result of the entrance exam just came out, you can expect the authorities to update the schedule in another week for the counselling and release of merit list.

Cutoff for gen should be around 15/100 and for SC/ST/OBC 11.25 so you are safe that way. However merit list is prepared based on both entrance exam marks and class 12 boards percent etc.

The highest marks in 2018 was 77.75

Combining your boards+entrance exam marks , you stand around 55.8/100 which should be enough to get you a seat in LLB in PU

so, about the Poornima university it has a great infrastructure from natural green infrastructure have a lot of ground and trees and about these have great sport playing area from tennis to basketball volleyball kabaddi and football and American football cricket ground and have all necessity things like cool water good room for hosteller and also a good classroom for student and provide every single equipment to study from notebook to your clothes and they provide Wi-Fi smart board too and most useful a skill teacher
