Your combined merit score is around 62.1 considering which chances seem a little less for Chandigarh campus and more for regional centres.
But you never know what the cut off for this year might be. It chances each year according to the difficulty level of the paper and the level of Competition. Wait for the final ranks to be out.

As per the Tentative Schedule the Final merit list prepared considering the combined scored will be out on 19th of July. And the counselling process begins from 24th of July.
Considering your rank in entrance exam is 71 and that your boards exam score is 85% you seem to have a good chances for admission in UILS, Chandigarh.
There are 120 seats each for BALLB  and BCOM LLB in the Chandigarh campus, 60 each in regional centres. So for the Chandigarh campus if your rank in the BA LLB merit list after combination of both scores is uner 150-180 you'll have a fair chance in the first counselling itself.
And with your rank and marks in boards your chances seem good.

First of all congratulation for performing well in your exams. Yes you can get admission under PU campus with 990 rank in PU CET 2019. It would be better if you would have mentioned that its general rank or not. Still hope for the best and maximum chances are there that you will make it.

Pondicherry University had conducted their entrance exams last month. Hope you have taken the test. There cut off is a pass mark in 12th Standard board exam and you have more than that. If you qualify the test with good marks you might have a chance to get admission with B.A. Honours in Pondicherry University.

ADMISSION TO BACHELOR OF COMPUTER 

APPLICATIONS (BCA) 1st Semester : - 

(a) A person who has passed +2 examination in any discipline with at least 50% marks and 

passed Mathematics as one of the subject at Matriculation examination level shall be 

eligible to join the first semester class of B.C.A. Course.

OR

(b) Any other examination recognized by the Syndicate as equivalent to (a) above. 

 NOTE:-(i) 10% weight-age be given for each subject of (Mathematics/Statistics) 

and (Computer Science/Computer Applications/Information Technology 

or equivalent) to the candidate who studied at 10+2 level at the time of 

admission in B.C.A. 1st Semester from the admissions of 2015. 

(ii) That 20% weight-age in total to those students who studied 

(Mathematics/Statistics) and (Computer Science or Computer 

Applications or Information Technology or Information System) at +2 level be given.

so, about the Poornima university it has a great infrastructure from natural green infrastructure have a lot of ground and trees and about these have great sport playing area from tennis to basketball volleyball kabaddi and football and American football cricket ground and have all necessity things like cool water good room for hosteller and also a good classroom for student and provide every single equipment to study from notebook to your clothes and they provide Wi-Fi smart board too and most useful a skill teacher

At the CAMPUS and at the library, amenities like Wi-Fi and a selection of relevant books and magazines are adequate. The university's infrastructure is excellent and expanding rapidly. The classrooms and labs are immaculately cleaned and well-equipped.
