yeah you are expecting pretty high score, you will surely get the seat in RV and incase if you miss in the first round in the secound 200% sure getting seat. but let me tell u if you have any reservation then its sure you get in the first round . likely your rank should be below 1k

I assume you are talking about Panjab University. The minimum marks to qualify can be said only after the results are declared. The minimum marks for the entrance exam is decided by the university as per the number of children who have attended the examination and the average marks scored by a candidate given their specific category.

As the ranks and cut offs aren't out yet, so it is hard to tell because ranks are subjected to change every year as it depends upon various factors like number of applicants fill the form, number of applicants finally appeared in the exam, number of questions asked in the exam, difficulty level of the exam, performance of the candidate, previous year's cut offs trends but according to results of 2017 I think with 20 marks in KCET you'll be getting a rank around 15-16k.
