As for cutoffs, they always go above 134. However 130 was out of a maximum score of 240. Logically it should be less when the max score is reduced to 200. But since the paper can be attempted twice nowadays, cutoffs remain 120+.
So be safe and take 130+ as the benchmark for CS. Even if you don't get CS in the main campus, you could always take CS in the Jaipur or Sikkim campuses. Additionally you could take IT, and upgrade to CS after your first year. However you need a CGPA around 9 to upgrade to CS in the main campus.

With this score in EAMCET your rank will be very less and you may not get any government college. But still you should try for government college in your city or state under home state quota.
