However, if we talk on a general viewpoint, you have the possibility to change the stream from Civil Engineering to Computer Science Engineering. But, in most of the case you need to start from beginning and clear your concepts in the field you are actually interested. To be more clear, you can ask about this to your concerned department, university authorities to get more clarity regarding the situation.

The minority quota is given to underprivileged community of the state. It is not related to your academic performance. If you are eligible, you can avail it and pursue your graduation.
It is the responsibility of the state norms to check and verify if the applicant is eligible to issue the certificate.
The certificate is valid throughout the country mentioning the community name. To get admission through Tamil Minority, you need to upload/provide all supportive documents which will be verified in background.

Unfortunately the applications have closed for MU and the merit list has already been generated. You can always visit the campus and check if they accept application with late fees. However, I suggest it would be best to look for other universities that are still accepting applications as it is getting late. You can also apply for MU Institute of Distance and Open Learning which offers a B.Com program. The last date to apply is 30th July .
