As you have mentioned that you have secured 2.9 percentile in JEE mains so let me tell you that even if I consider your obc category it will be still impossible for you to get any college or rather nit through JEE mains.

I would recommend you to keep the private colleges like Manipal,SRM University,comedk colleges, vit vellore as a backup.

According to the given percentile your predicted rank will lie somewhere around 39,692-44,620 , and since you belong to obc category you can easily get a seat into nit. You can also get a seat in NIT Silchar (northeast nit) . Regarding the branch , I would suggest to you to prefer your interest among the branches you are getting because at the end of the day you would not get boredom in studying your interest.

Both colleges, NIT UK and NSUT East campus provide good facilities to students such as digital classrooms, well-equipped labs, library, sports, internet facilities, hostel and hygienic food etc. Faculty members in both colleges are highly skilled and supportive. For placements, NIT Uttarakhand has better record over NSUT (East campus) (as per the reviews). You did not mention your category. So if you are a general category student then 88 percentile is not enough to qualify JEE Main. The expected cutoff this year is in between 90-95. And when you do not qualify JEE Main, then getting any of the NIT is not possible.
However there are many state counsellins like that for M.P Punjab and so on, in which you can participate.
