As you are already aware, a general category rank and a quota category rank are two separate heads and are treated differently while assigning a seat to an aspirant. Every National Law University (NLU) within CLAT has a different number of seats assigned to each category (EWS, SC/ST, OBCs, etc.). Getting a seat based on a general rank or a quota rank depends on whether the seats under that specific category are already filled or not.
Coming to the present question, an aspirant is eligible to apply for a vacant seat in any of the NLUs, provided that a notification for vacant seats has been issued by the university, irrespective of his or her rank . However, getting admission through a vacant seat depends primarily on the rank of the aspirant.

Prediction of cut off can be really difficult because it keeps on changing every year. However looking at previous year's cut off trends candidates from OBC category required minimum 580+ score in NEET to get a government seat in top medical college. If you get admission in government college your fees will be hardly around 25k-35k per year. For admission in government college you need to score minimum 560-580+ marks in NEET. For applying under any category quota you also need to have a certificate mentioning that you belong to that particular quota. You can also apply in your state first, as per the state counselling 85% seats will be reserved for the state quota, this can increase chances of your ask in the state you belong to.

As per the State counselling for NEET, 85% seats are reserved for the State quota candidates which means if you belong to that particular state your chances of admission will be higher than the candidates from outside of your state.
