See it will be little difficult to tell you the exact fees structure for the Biotechnology branch as you haven't mentioned your preferred college and the Course (Whether Bsc Biotechnology or Btech Biotechnology) for which you want to know the fees.
But, however, In general, in India the Average fees for B.SC biotechnology is 15k to 70k annually whereas for B. tech biotechnology, it is 1.20 Lakhs to even 10 Lakhs (from Government to private colleges).

The OBC NCL category has both a central list and state list. If your caste (or community) comes under obc ncl in central list as well as your state list, then it will work for both the counselling procedures.
But if it's only in the the central list but not in the state list or vice - versa, it won't be applicable for both AIQ counselling and State Counselling.

As you are already aware, a general category rank and a quota category rank are two separate heads and are treated differently while assigning a seat to an aspirant. Every National Law University (NLU) within CLAT has a different number of seats assigned to each category (EWS, SC/ST, OBCs, etc.). Getting a seat based on a general rank or a quota rank depends on whether the seats under that specific category are already filled or not.
Coming to the present question, an aspirant is eligible to apply for a vacant seat in any of the NLUs, provided that a notification for vacant seats has been issued by the university, irrespective of his or her rank . However, getting admission through a vacant seat depends primarily on the rank of the aspirant.
