Both Colleges are good But as per question, NSS College of Engineering, Palakkad for Electronics Engineering is better than Government College of engineering, Kannur for Computer Science. The facilities of NSS college is good, teacher are well experience and placements are very good. Environment is user-friendly. I think NSS College of Engineering, Palakkad for Electronics are good.

First of all congratulations for successfully clearing the Reputed JEE MAIN EXAM

The seat allotment in GFTIs (Government Funded Technical Institutes) is done by JoSAA based on the marks obtained in JEE MAINS. The process of seat allotment in IIITs and NITs on JEE MAINS Score is also done by JoSAA, which includes all activites from document verification to final admission into the colleges. 80.5 percentile is not a very good score to be fair, compared to the competition and the number of students appearing each year, but it is still a decent score for getting some good colleges. You might not get a good IIIT or NIT seat based on your score, but you have chances in State Government colleges and you should apply for it if you are interested.

Assam CEE Cut Off is normally decided by Assam Science & Technology University which is the exam conducting body of Assam CEE which is organized to grant admission to Bachelor of technology and Bachelor of engineering courses offered by the colleges of Assam.
With 146 marks from being obc category you can try for the following colleges based on previous year cutoff trends.
  • Assam engineering college
  • Bineswar Brahma Engineering College
  • Jorhat Engineering College, Jorhat

The campus is good you'll get most of engineering related equipment which used in learning engineering and practical uses of application. And not sure about canteen because it's changed. You need to rely on outside food. Outside the campus
