I inferred from your question that you wish to know whether or not the gov xolleges in Bihae accept jossa counseling. As a matter of fact, all the NITs and GFTIs accept the jossa counseling. Thw attendance criteria of 75% is required for appearing in JEE-Advanced after qualifying in JEE- Mains.

Hope you are doing well!! As your NTA score is not good enough to secure admission in NITS, IIITs or top GFTIs. You can get government college on the basis of good Intermediate score if you have. I suggest you to prepare for second attempt for JEE-Mains in April, you can ace that with proper preparation.
After final result college can be decided. You can predict your college on the basis of your JEE-Main score by using JEE-Main college predictor .

Generally, there are less cases of students migrating from government college to private college but since in the current situation there are some very good private engineering colleges that provide excellent education for engineering courses, these cases are growing quite rapidly.
Yes, you can migrate from government college to private college, Provided you either have to give an entrance exam of your desired college or have to give JEE mains as there are some private engineering colleges that accept the JEE mains score for entrance.
There are various private engineering colleges that provide direct admission based on your 12th boards percentage, so, that also might be considered.
Therefore, you will be able to migrate from government engineering college to private engineering college.

At this much rank it's difficult for you to get a government college in Maharashtra. Even if you're able to get a seat in it you might not get your desired branch.

Your expected rank will be around 582236.You can calculate your expected rank using the formula (100-your total percentile)*869010/100
where 869010 is the total number of candidates appeared in January session.It is expected that 1200000 candidates appear in April session so the expected rank can be calculated as (100-your total percentile)*1200000/100
Now, with such rank you will not qualify in JEE main and you cannot get admission in any NITs.State government colleges does not accept JEE main score.So you need to appear in April session and do well to get admission in NITs/CFTIs.

The exact prediction would be difficult regarding your admission possibilities based on your percentile. But based on this percentile the chances seems less to qualify the exam as general Category or get a seat in NITs, IIITs & GFTIs.
You can try for the state level counselling like Punjab, Haryana, MP Etc., I would also suggest you to appear for JEE Main April Session 2020 which application form is expected to start from 7th February, 2020.

To study in any engineering college at first you need to clear the jee main examination. Then you have to choose the college by your rank and then choose the trade. Basically for NITs and govt engineering colleges you need to have 75% in your class 12 or equivalent examination.

The campus is good you'll get most of engineering related equipment which used in learning engineering and practical uses of application. And not sure about canteen because it's changed. You need to rely on outside food. Outside the campus
