I don't think you can take admission without passing a subject in your 12th Board Examination. You have to reappear and pass with atleast minimum required aggregate in that subject.

It is difficult to say which college is a batter but you can understand from the following points.

• In GEC fees is less than the OP jindal
• But GEC facilities is not student friendly
• Classes in GEC is 3 - 4 hrs per day and in op jindal 6 - 7 hrs per day
• And op jindal is provided more internship program Campare to GEC bilaspur 

Then you can decide which one is better... In my opinion op jindal is better than GEC .
