I am sorry to inform you that your marks is quite low to get into any of the NITs or any of the government colleges. However, you can hope to get into a private college with a decent branch.

12th marks is only for elligiblity criteria for josaa . There is no any increment in your Jee rank or score .
It has not any weightage in college placement or josaa counseling . It's only up to elligiblity criteria .

Well, from my last exam date whixh is 2017, you can give JEE mains three times.

Hence, you are allowed to give paper till 2019.

This will represent, you are allowed to appear in JEE mains 2019.

Since, if you have given the paper and been alloted a rank accordingly, then it reflect you can appear for JoSAA provided you have a decent minimum percentlie to appear in that.

Well brother, I can understand your situation. I know you have worked hard for JEE mains but I believe with 33k category rank you won't be getting decent college which I can recommend you.

Though with OBC and home state quota, there might be an increased chance of your's getting a seat but with such a rank it is very hard to get.

As, opting a very low rank NIT core branch will bring nothing good for you.

So, I would suggest you to prefer state engineering colleges. Some state eng. colleges are way better than even mediocre ranked NIT.

Also, I would recommend you to do take part in JoSAA and go to through all the round even the spot round. May be, some good fortune can turn your destiny.

Well, borther it would be easier for to decide if you had told your category rank, your CRL rank. 

But still from comparing from the rank vs percentile analysis, your CRL rank would be around 1.8Lac. 

Well, owing to your category, you do have a chance of getting a seat at older NIT's or mideocre NIT's with decent branch.

NIT's you can consider are

1. NIT Durgapur

2. NIT Raipur

3. NIT Hamirpur

Indeed, it depends on both depending on admission is being given on the basis of which quota

There are following quotas :- Open, Obc, SC , ST and EWS.

First of all seats are allotted on the basis of open quota in which studemts from all quotas participate and preference is given on the basis of AIR.

Next will be EWS seats where EWS students will be participating on the basis of EWS category rankings.

Next OBC seats which will be filled by OBC, SC and ST students where AIR among these will be compared.

Next SC seats which are filled be SC and ST students by giving preference to higher AIR among SC and ST students.

Finally ST students where only ST students participate.

If after all these the female percentage is less than 17, then extra or supernumerary seats are made for Female candidates where female candidates are admitted through Female category ranks.
Seat allotments are based on AIR. In your category also allotment will be based on AIR. You can say that category rank indirectly comes into play, but when a category student has a rank so good that he can get a seat in general category then, AIR is considered.

Hello there. As for JOSSA, they only accept JEE mains ranking not any other sort of ranking from other exams

Well it doesn't matter to which state do you belong for the JOSAA and the CSAB counselling. I think you are getting confused with the CSAB-NEUT counselling which is conducted especially for the north eastern state institutes. 

Once JOSAA counselling is finished, only then the main CSAB counselling will begin to conduct the special rounds for admission in NITs/IIITs and GFTIs.

CSAB-NEUT does not give admission to NITs/IIITs so keep this in mind.

Dear Aspirant,
You will not get governs to college in JOSAA counselling.
But don't loose hope.
There are other private Universities which will provide good education and have good faculty.
