Yes, you would be eligible to attend the counselling 2019 to take (pec) chandigarh. You would be eligible for the same if you might have a good rank in JEE mains and advance and this would be decided according to the cuttoff for mains and advance 2019and the cuttoff expectedly for JEE will be out within 7 to 14 days.
But relax, you will be eligible for the counselling if you have a good rank in JEE mains and advance.It really don't matters whether you have 60% or 90% in your 12th. What matters is that you are passed out with 1st division in your intermediate.
Hi ! First of all see whether you have crossed the cut-off marks for JEE mains. If you have crossed it then you are eligible to participate in Jossa counselling. And also you got 85% in board exam. From this point of view also you are eligible. Now if you haven't crossed then also you are eligible. In JEE mains you are always eligible for Jossa counselling. As such there is no registration fees for josaa counselling, although there is a seat acceptance fees which is Rs 35,000 for general category students and Rs 15,000 for all other category students. I see that you have got 90.9 percentile in jee mains. It is not good , but it is ok. And you are aiming for CSE or IT. You won't get into nit. It might be possible to get into sme IIIT like IIIT pune. You might be able to get admission in some private colleges also.
But i don't think it would be beneficial. You should prepare for next year JEE Mains and work hard. Still if you want to go then you can go , but i suggest you don't go . Work hard and you will get much better than this.

dear aspirant with this percentile you won't get nit trichy or nit suratkal. you can get nit bhopal, nit punjab, nit kashmir, nit rajasthan , nit durgapur. you may get IT in these colleges but not i the first rounds. you may get in the special rounds. you can get cse in nit sikkim,mizoram,manipur,meghalaya.
Yes the refund option is available , but only till the round 6 results , you can withdraw your seat. A processing fee of rs 1000 will be deducted and rest of the amount will be refunded online.
Your allotment will be cancelled and you will be out of counselling process.
You can only apply for refund if you haven't already accepted the seat and paid for it by reporting to RC.
