Since you're a OBC candidate and have secured 84 percentile in JEE MAINS, you may be qualified for Josaa counseling. But it is difficult for you to get admission into any government engineering college like NITs or IITs. But still you can give it a try at the time of counseling as your common rank may range above 1.5 lakhs. But still you can apply for other deemed universities and private colleges offering B.tech or M.tech course.

If you are a general Category student you are not eligible for JoSAA counselling. To qualify for JoSAA candidate need to clear JEE Mains and JEE Mains cutoff for general category this year was 89 percentile. So unfortunately you will not be able to register for JoSAA counselling 2019.

As you have mentioned that your rank is around 300k, you have very low chances to get any seat in any good colleges through JoSAA. You cannot get Government Colleges. Well, if you decide to change your information at the time of JoSAA Counselling, you too have to produce the proof. Furthermore, if you have already mentioned General Category in JEE Mains Application Form and the JoSAA Counselling says General EWS, you will be for certain caught at the time you report at your respective reporting centre. And any such act or failure to get the documents verified will lead to the cancellation of admission. So fill the information wisely and honestly.

First of all in jee Advanced you are on border line case where there are equal possibilities for clearing and clearing the cut-off ( if you are in general category ). I with regret want to inform you that cut-off in JEE Mains 2019 for general category was 89% that means your rank will not help you get admission in NIT's through JOSAA.
Condition :- considering general category.

As far as the closing rank of Chemical Engineering at IIT Bombay is concerned,
as per last year data, Chemical Engineering in IIT Bombay closed at exactly 1721 for GENERAL CATEGORY. This is the correct and exact number.

Students need to have secured a minimum 75% marks in class XII or equivalent exam or be in the top 20 percentile in their class XII exam conducted by the respective board. For SC/ ST candidates, the eligibility criteria are to secure 65% marks in class XII or equivalent exam as per CBSE norms
So you are not eligible for counselling you may go for private colleges.

There are three options given by josaa to candidates and they are
Freeze – Candidate is content with the allocated seat and pays the seat
acceptance fee. This candidate is not interested in participating in
further rounds of seat allotment and hence will not be considered in subsequent
rounds.
Float – Candidate accepts the allocated seat, but will wait if a
better seat (in any institute) of his/her preference is offered in
subsequent rounds. If not, the candidate can always go back to the previously
allotted seat.
Slide – Candidate accepts the seat but will wait if a better branch (in the
same institute) of his/her preference is offered in subsequent rounds. If
not, the candidate can always go back to the previously allotted seat.
So if you have gone by choosing float then you can get upgraded choice in round 2.
Yes Priyanshi, as you had cleared the JEE MAINS paper, and have 85% in 12th Boards exam, you are eligible for Josaa counseling 2019. As it is not necessary to clear JEE Advance to appear for Josaa counseling. To get more information, you can refer the link given below:
