To be eligible for admission in the B. F. Tech, the criteria is as follows:
1. You should not be more than 23 years of age, for general candidates, this can be relaxed upto 5 years for SC/ST/PwD candidates.
2. You must successfully complete 10+2 years of education from any recognised board, having studies Maths, Physics and Chemistry as a subject combination or should have completed a 3- or 4-years diploma in any branch of Engineering recognised by AICTE or a State Board.

NIFT Bhubaneshwar doesn't provide campus selection. There are some other NIFTs who provide campus selection after bftech course. These institutes are Delhi, Hyderabad, Bangalore, Mumbai, Chennai, Gandhinagar , kolkata.

There is no difference in the fees fro reservation category. Its the same for all. However, one can get scholarship on the basis of their financial status. One has to fill the form and meet the requirements for getting scholarship. However, there is a subsidy policy- “SARTHAK” NIFT FINANCIAL ASSISTANCE SCHEME for providing financial assistance to meritorious needy and deserving students belonging to the economically weaker sections. Yes, diploma courses are available, but the prospectus for 2019-20 session for CE programmes have not yet been released. You should keep checking the website to see if this year's diploma prospectus has been uploaded. I have also attached a link at the end of this answer.
You should first download the registration form from NIFT website. Fill up the registration form and send it to the NIFT Study Center personally or by post. The cover should have 'CE Registration form' and a Demand Draft of RS 1800/- for one year programs or RS 1000/- for 6 month diploma course.
The diploma program Available in NIFT Delhi this year is 'Craft Design Development and Planning', with one year duration (5 days a week) with total fees RS 2,50,000. More courses will be announced later.

All location are good,as all have its own importance of its location and it's culture.
Delhi is on top, then goes Hyderabad, Bangalore and then Chennai ( South side). There is always a rank exchange between Bangalore and Hyderabad.

One entrance exam is for both so no separate ranking will be given. Hence NIFT BDES AND BFTECH needs one rank but course is slightly different. So no confusion. Give one exam to us best capability and explore what you want to do. Both fields are nowadays having bright opening to industry.

The total approximated number of seats for NIFTs is 2,370 seats (2010 B. Design and 360 B. F.Tech) for 16 NIFT campuses.
And SC category has 15% reservation on the total no. of seats hence, it would be somewhere around 356 seats I think.

The college infrastructure is great. The library is really good and has air conditioning. the college doesnt have sports centre or hostel. the canteen served food is fine. but there is not much cleanliness in the canteen. overall the college is fine except some issues.
