NIFT offers different courses to students and those as per the course you choose you will have to pay the fee.

The range of fee lies between 6 lakhs to 12 lakhs. If you want the accurate information do let me know the course you are interested in and want to know the feeling structure off.

You have mentioned your category rank but you haven't mentioned to which category you belong to, without knowing your category it is quite difficult to predict the chances of getting seat in NIFT. The seat allotment depends on the total number of seats available, total number of candidates enrolled for counselling, category of the candidate, cut off rank preferences of campus and branch. Considering the common merit rank you do not have chances of getting seat in NIFT but considering the category rank you might have chances of getting seat in NIFT so we would request you to mention your category in the comments section so that we can provide you the list of Institutes in which you have chances of getting seat based on the data available. The National Institute Of Fashion Technology(NIFT) is one of the popular and recognised college and it also conduct its separate entrance exam to get admission in the college for different fields, as you have not mentioned your desired field in which you are willing to get admissions but seeing at your rank and also being a SC student you should surely take a chance and try out for the admission.

And how to apply nri quota..  NRI category will be offered to the children/wards of NRI as per merit during counselling. Then you will be given opportunity to opt for NRI seats,  and fulfill the criteria, submission of necessary documents and fee during regular counselling.

Based on previous year's cut-offs it can be said that with your CMR 832 Rank you can't get preferred course B.Ftech, as you said you belong to General Category.

The previous year's cut-offs for B.Ftech course in NIFT Chennai are given below.

Category: General Category

2019 Closing Rank - 310

2018 Closing Rank - 332

But you have good chances of getting other courses like Textile Designing, Apparal Designing, Knitwear, Leather Designing etc as their cutoff is between 900 to 1800. I d on't think so you can change your caste at this point of time because you already got ranks. But you can try for it by contacting helpdesk team given in the official website.
