You can still try in state counselling for remaining 85% seats . Different state counselling cut offs vary from each other. As you know the cutoff varies every year depending on various factors. There is reservation quota for EWS category. As there are 15% all India quota seats and 85% state quota seats. You might have the chances of getting admission into the medical college through management quota seats and through government quota.

Yes according to your rank you can apply in ICT Mumbai in almost every branch of bachelor degree.With the percentile your chances are high since most of the course intakes students above 90%.You may get Dyestuff and Intermediates Technology and Fibres and Textiles Processing Technology in second to third rounds since the cutoff for this branch is bit high.Any other branches has quite high chance of intaking you in first rounds.

No, you cannot attend state counselling of Goa without being a residence of Goa. State counselling is only valid for the candidates of that state. In case you want to get admission in any college in Goa then you would have to take part in All India Quota counselling.

With this score, it is difficult to get seat in government college. However as you belong to ews category you may have chances. As cut off for ews is bit less.
Also you should go for state counseling chances are you'll get the seat.
By observing the previous year's data, colleges in AP that you may have shot:
1. Alluri Sitarama medical college (cut off score 456)
2. Great Eastern medical school( cut off score 426)
3. GSL medical college (cut off 455)
4. Katuri medical college (cut off 451)
Note:- This is as per previous year's data, cut off keeps changing every year depending upon no of students appearing, qualifying, no of seats available, last year's trends and so on.

See it is quite difficult to predict your admission chances in AIIMS Jammu or any of the AIIMS because this is the very first time when AIIMS is accepting admission through NEET score and therefore the is no previous year's data on the basis of which we can predict your chances of admission.
But AIIMS being the national level government medical college will require at least 590 or more marks out of total 720 marks in NEET for EWS category, so on such marks you don't have good chances of getting a seat in AIIMS Jammu.
However you can try for some private college in Jammu & Kashmir such as Institute of Dental Sciences, Sehora, Jammu or you can try for management quota seat through direct admission provided that you must have appeared in NEET Counselling and unable to secure any seat through it.

I hope you are doing well, about your question, with reference to the information available PEC doesn't offer a direct fee waivers on reservation, but they do give a merit based scholarship to their students.
Fee Waiver for EWS / PwD / Women;
These fee-waivers are available in the form of full free-ship on tuition fee. This shall be awarded to the students on the basis of JEE (Main) rank list.
Each branch has a different level of distribution of these fee waivers.
It is as follows;

That sums up a total of 32 + 1
I.e. ("1 seat will be allotted to Civil and Electrical Engg. department combined and shall be decided on the of the income criteria ")

You can use your EWS certificate in your SSC JE 2020 exam. And canr your certificate after giving exam . But if you have time then you can renew the certificate before the exam. Keep In mind the documents required for renewal of EWS certificate . The documents required are:
Educational records duly signed certificate from two gazetted officer.
Address proof.
Aadhaar card.
Rupees 10 non judicial declaration paper and income tax return if any or any pay slip .
Duly completed application form with 2 court fee stamp .
Process of renewal :
Visit revenue officer not below the rank of tehsildar /sub divisional officer/DM/ chief presidency/ magistrate of your area.
After that the officer will check the renewal documents as prescribed by the respective States and UTs .
Concerned officers will do an enquiry of your income and asset providing the EWS certificate.

There are many new specializations that are getting associated with Computer Science and Engineering and these be Cyber Security, Data Scientist, Machine Learning Expert, Software Engineering, Testing and many more.
However, these are college specifics and all colleges do not offer these specializations and only offer the prime course only.
You can only get admission in the colleges of your state if you have only given your state level entrance exam or the colleges which accept these score.
So for that you need to search the colleges that accept EAMCET score and also have specialization courses. However, your rank seems to be not as apt to get a good Govt. college.
