Yes (only state level counselling) ,you can avail the benefit of EWS category provided you meet all creteria( documents should be ready at the moment ) by changing your category from Unreserved to EWS in 1 round of state counselling .You have to select 'YES' for ews reservation during the counselling.In case, if you are unable to produce the EWS certificate , then your admission will be counted for admission under General category. NTA did mention that you can mention the name of any State under your "State of Eligibility" and that will not prevent you from claiming the State Quota of the States that you hold the domicile of. So going by that, it is absolutely ok to mention any State under State of Eligibility. You can participate in the State Counselling of the State that you hold the domicile of. Hey! The passing year for your 11th grade will be the actual year you gave your finals for 11th grade. Where as the passing year for your 12th grade will be 2020 or 2021 depending on when you appear for the exam. The passing year has to be the same year that corresponds to the marks that you'll be entering in your application form for NEET.

Did you mean SEBC? If that is so, SEBC is not a National level Category. It is not in use in all the States but NEET application on the other hand is released across India in the same manner. And so if you belong to SEBC and your community is listed in the Central OBC list, then you should be selecting OBC as your Category. But if the Community you belong to is not listed in the Central OBC list, the you should select your Category as Open Category. But while registering for State Counselling, you can select SEBC as your Category and avail its benefits.
This is exactly true. PSMSSS is only eligible for those Candidates who wish to study MBBS outside Jammu and Kashmir. Now Jammu and Kashmir has 100% State Quota and those Candidates who wish to participate in All India Counseling, need to sign a self declaration form stating that they are not eligible for State Quota and that is the reason they are participating in All India Quota. This means those Candidates who hold the domicile of Jammu and Kashmir are not eligible for PSMSS scheme for studying MBBS.
