With the rank at hand, it will be very difficult to get into good government college. Also, if you get into any, the branches available might not be very appealing.

It would be my advice to try for any private college.

even though it is difficult to predict the cut off because of its changing nature every year,as per your question based on your GMR rank you can not get CSE in jadavpur university, in west bengal only GMR rank is considered. In cse branch it will be very difficult. But you can get some lower branches like

printing engineering

architecture

food technology

You got this rank in WBJEE which is good dear. This is West Bengal State entrance examination for engineering, pharmacy, architecture colleges. So you have TFW certificate also. And rank is good. But in this rank getting difficult to government college with popular branch like CSE, civili etc. But your TFW rank may be get you the good college. Otherwise you will get good private college in this rank. Just go for the counselling and check which college you will get. In wbjee all the seats are alloted on the basis of GMR rank and not your category rank.

This is very difficult to predict which college you will get because cut off keeps changing every year depending upon a number of factors like

With your 46341 GMR rank , considering you  from OBC-A category,

On the basis of analysis of past years wbjee cut off data ,  you have very low chances in Jadavpur University for cse or in any branch

For example,

In 2020 , in 3rd round of wbjee, 11239 GMR rank for obc-A category  was the closing/last rank for  Jadavpur University and it was for Printing Engineering/Printing Technology

Even for cse in govt colleges chance  is very low .
