I mean stream 1 through which 70% and stream 2 through which 30% seats filled at sastra!

Hey buddy you can apply for both the stream at once the procedure is as follows:
There are no  2 application forms for sastra. You can apply for or only once. Both the streams will be considered for the applicationYou are also eligible for stream 2 counselling even if you have applied for steam 1
