i got 95%ile in jee mains and 96.8% percent in boards, i also got vit chennai cse cat 4 can someone please tell me which college i should pick? i'm fixed on taking cse

As per information you got 95 percentile in jee and 96.8% in 12th. First of all, you should try for govt. college because any way there are better than pvt. college in every manner and also get cse in govt college also.
