I got a rank of 9.5k in jee advanced 2019,should i take mining at iit dhanbad or iit bhu?(i am also hoping for a branch change)

According to your rank you will get IIT Dhanbad,IIT BHU in mining engineering department .Both the colleges are good in terms of academic,average package, infrastructure.So you can take any of these two colleges.
You can change your branch after first year if you have good cpi in first two semester (CPI: Cumulative Performance Index)
