Yes , it is possible to get allotted to a government college  and at the same time get called by AFMC. Both are completely different process of counselling. AFMC does not take part in All India Quota Counselling conducted by MCC. Instead they have a cutoff which if you qualify they would call you themselves. So, it is highly probable to occur if you have a very good score.
