Dear aspirant,
Yes you can attend the second counciling just make sure you have paid the fees in round one and you prepare you priority or preference list for round 2 when ever that opens up. And don't worry about not attending the first round many students join in the second round of counciling

If I had not paid the feesam I not eligible?I have tried to pay my fees but the fees process was stopped so many times

Then if I am not wrong I think you'll be considered as a fresh candidate for round 2 and a separate date will be announced for paying the fees in round 2 till then it will not allow you to pay. Don't worryhttps://dqxeclau.top/exams/ap-eamcetVisit this link it has all the dates u need
