Firstly congratulations for your rank inWBJEE. And secondly YES, you can get a seat in Jadavpur University for B. Arch course. Since you have also cleared NATA it won't be an issue to get admission in B. Arch course. However the cutoff for 2019 may vary but still you could get the seat. As per the data of 2017, the maximum closing rank was 17524 for B. Arch course in Jadavpur University. So according to that data you have high possible chance to get your choice of seat. 

However in my opnion you should not only wait for a seat in Jadavpur University. There are lots of good colleges in India offering B. Arch courses and since you have cleared NATA , you can try for those colleges too.
