First of all congratulations .

CSE ; electrical and mechanical all are different branch.

If you prefer college than you should go with IIT BHU .

But if you prefer CSE ( branch ) than mandi.

You should look for your interest and what you want.

In CSE you will learn all about coding and softwares.

In electrical - circuit ; current and other electrical appliances

In mechanical - machine ; their working ; strength and materials.

I would suggest you to prefer according to the interest ( means according to branch ).

thats a tough question, you should go for the branch that you are actually intrested in. You should see which colleges, both are IITs and both have good reputation. So different people may have different opinions, you need to chose your interest and have it for next 4 years. Chose the branch which will be suitable to you and will be easy for you to pass without problems.
