If you want you can reject your seat or don't take admission in it and then reattempt the examination next year. Or you can float and see if there are any upgrades available for you in the next rounds. Its dependent on you and based on your interest you should take the decision.

What do you meant by next attempt? Are you considering to take admission by qualifying IAT examination next year? See you can wait as there are 3 rounds of counselling for IAT examination. You can use the option float in the lower to higher order of preference so if you have the IISER PUNE in higher order of preference then you can float this seat and if you get an upgrade in the next round this seat will be rejected else you can take admission.

IISER Pune is a residential campus so all the students have to stay in the campus. The college has got good hostel rooms with a neat environment. The hostel room has to be shared between 2 students with common bathrooms and toilets.Fees of hostel is covered in the college fees.

Well as far as IITs are concerned, getting a seat there for biotechnology won't be possible and even in your category, getting a seat is quite difficult. But as stated, many IISERs take admission and you might qualify for interview in some of them. But keep in mind that you will have to register for admission in them separately on their official website. Just follow the details mentioned there and register for admission.

No you cannot change your college just because you are living there. You must have been given a priority list to fill in your choices. In that list you should have kept Behrampur above Pune. But now since you got Pune, you can't change to Behrampur. However, I would say to not think much and go to Pune. IISER Pune is the best IISER we have whereas Behrampur is very new. The amount of opportunities, networking and facilities you will get in Pune is very huge than behrampur.

There are not a lot of data available from which it can be predicted more sophisticatedly. But I would say that a marks >110 will be great for UR category students.

Incase you secure certain rank in JEE Main/Advanced or KVPY for Undergraduate or GATE/JAM incase you are applying for Postgraduation, which grants you admission to either of IISc Bangalore or Top IISERs like Pune, Mohali, Kolkata. It is a no brainer to choose IISc Bangalore over any IISER.
