Migration Certificate is issued once in Jiwaji University to every student who has successfully passed from the university. You need to apply for migration in the university. However, if you have lost the migration certificate i'll recommend you to contact the university authority for issue of duplicate migration certificate.

You might face difficulty because of this but you will not face such a big problem because of this. But I think you will have to remove the lamination if the college or Institution (where you're willing to take admission into) asks you to do so. Otherwise there is not a big problem at all. I suggest you to ask from the faculty members of college regarding this, otherwise removing lamination is not such big deal.
