If you are from open category and without any minority, your chances of getting any engineering college in Mumbai with cet are very less. You can apply to private colleges or colleges outside Mumbai.

In Mumbai University, in-house seats are for the students you have done their 11th and 12th (junior college) from that particular college. Certain seats in degree college are reserved for these students. Minority seats are only in colleges with a minority quota. Certain seats are reserved for students belonging to that religious/linguistic minority.

There are many good law colleges in Mumbai, recently from this year NLU-Mumbai will be functional which will be having 60 seats and conducting its separate entrance. Apart from that here is a list of good law colleges which have a excellent repuation according to me:
1. Government Law College,Mumbai
2. Rizvi Law College,Mumbai
3. Department of Law,Mumbai University
4. Pravin Gandhi College of Law
5. Institute of Clinical Research in India
