This may seem funny that to get these NITs at 40K is impossible but if some of the top rankers do some mistake in choice filling then you may get it. 

So repeat the same process write the best colleges (along with their branches)  . In simple words fill the choices in decreasing order.  Fill the best colleges first and the colleges you can get based upon previous year closing ranks put them at last after the colleges you want to take admission in.

Hi ! It seems hard that he will not get a good government college through Jossa counselling. Well, some third tier nits and third tier IIITS are at your hand, which includes nit Manipur, nit sikkim, nit Jharkhand and nit Meghalaya and that is too also at last round. Dear Pranava, As per the general eligibility criteria of JOSAA counselling you are eligible for that, you can be filling josaa counselling because you have all required eligibility criteria. As per the norms candidate must hai 75% percentage in 12th for general candidate.

Sorry to say but with this 1.7lakh rank in JEE main you do not have any chance of getting any govt college through JOSAA counselling.

Sorry to say that you cannot apply for JoSAA 2019. This is much like of getting onto a dissimilar thing ank arguing to be similar. Each year the difficulty level of JEE exam, number of candidates appearing etc. changes, so it is not fare to participate in this year's counselling with last year's marks. If you have qualified in JEE Mains 2019, then you can go for JoSAA counselling 2019 with JEE Mains 2019 score.
