Well technically speaking if you get any seat offered in JOSAA counselling then you have to pay Rs. 35000 at the time of repporting at the centre. But the important question is do you think that you will get any seat from JOSAA based on this rank because I find it highly unlikely to happen. Anyways all the best!

According to the official JOSAA Counselling website, you need to have secured atleast 75%+ in your 10+2 or equvivalent or be in the top 20 percentile in the respective exam to be eligible for counselling in JOSAA.
According to your 10+2 percentage, you are not eligible. If you are in the top 20 percentile in the JEE Main Paper 2, you can become eligible.

The JOSAA-2019 board is going to compile the counselling process
so whatever the rank would be your
if you are qualified then you are eligible to get in to the counselling by JOSAA
and rest is you have to keep the web options and round wise seat allotment they will release
all the best

Assuming that your category rank is around 45-60 thousand ; it will be difficult to get a good college through josaa counseling .
For a good and decent college with core branch you need to secure rank under 8-10 thousand. ( Vary accordingly ).
But you have good scope to get admission in state government college and other good colleges ( like YMCA Faridabad ; Delhi regional colleges ; Thapar ; PU etc )

thanks for asking your query,in your case if you have cleared your category cutoff in jee mains 2019 then you could seat in the josaa counselling.As per your rank you may get seat in the 4th or 5th round of counselling.

You can get a good ranked NIT if you are a branch oriented person you will have to compromise with the ranking of college in order to get these branches which you have mentioned as they are the most demanded branches of engineering. Yes you can apply for CSAB spot round even if you have freezed your seat in JOSAA counseling. CSAB spot round is for students to get a chance to get a better branch and better college. CSAB 2017 special round will provide you a
chance to upgrade your current seat within
or across Institutes. Your current allotted seat
will remain safe and will get de-allotted
(cancelled) only in the case of allotment to a
higher preferred choice. In case a candidate
doesn't participate in the Special Round, this
seat will be considered as freezed
Here is the eligibility criteria for CSAB 2017
special round
1. All candidates who were eligible for JOSAA
as per JEE (Main) 2017 Rank will be eligible
for participating in the SPECIAL ROUND.
2. All such candidates who have participated
in JOSAA 2017 but declared ineligible will
stand ineligible for this Special round as well.
3. Candidates who have not registered in
JOSAA till now but are eligible as per their
JEE(Main) 2017 Rank will also be eligible for
participating in the Special Round for NITs , IIITs and GFTIs.
