No Parnab it is not mandatory for you to take part in JOSAA counselling if you want colleges other than NITs, IIITs or GFTIs. A candidate willing to get a seat in NITs or IIITs and have cleared JEE Mains are eligible for JoSAA counselling. You can go for West Bengal JEE counselling.
Well, if you freeze a seat once it has been alloted to you, then you have a confirmed seat which will not change since you would not participate in any furthur rounds of counselling.
However, if you choose the float/slide option then you can get your seat upgraded as per your choice list and then the previously alloted seat will change.
Once you get a seat in a furthur round of JOSAA say in third round, then the seats which you had obtained in first and second rounds are lost and you cannot claim those seats.
Also since they were below in preference, you will not get them again till seven rounds.
If you do not get a satisfactory seat till 7th round then go to special round and please fill only those seats in which you are really interested.
When you get a seat in JOSAA counselling, you can either accept that seat and withdraw from counselling by freezing your seat. You can also accept the seat and continue with the counselling by using the float/slide option. This way if you get a seat which is above in your preference list, then you get that seat and the previous seat is lost.
Either way, once yoyu get a seat, no one can take that away unless you do not accept it by reporting at the reporting center.
You can use slide option as long as you do not get your top most priority in the choice list which you have made.
However if you get your top priority then your choice automatically gets freezed. So fill maximum number of choices even those which you feel that you might miss because you never know how the cut-offs will work in your favour.

Yes, if you are willing to participate in the special round of JOSAA counselling then you have to pay a fees of Rs. 1000.
If you had withdrawn upto 6th round then your previous money would be refunded and you can also apply in special round by paying Rs. 1000. If you do not get a seat in special round then this money will be refunded!
If you have completed your 12th board exams in 2017, 2018 or 2019 then only you are eligible to take admission in any NIT/IIIT. If you were pursuing some other diploma/degree course after class 12th but you want to leave it then that is also fine as long as you satisfy the above criteria.
The college might ask you to bring a migration certificate from the institute last studied at so keep that in mind.

During Choice Filling, Out of the available choices, the candidates can choose as many institutes and courses as they wish and not restrict yourself with just a few choices.
So you can choose as many choices you want, during your Councelling.
