Same here i got 97.16 in mains but not qualify in advanced....yes obviously you can apply for nits..

as you have 95 percentile which is higher than jee main cutoff so you can appear for josaa counselling
as you dont have a jee advanced rank so you cannot fill iit but you can definitely will nit,gfti,iiit in the choice filling so you are definitely eligible for josaa counselling

Instead of not seating for the counseling and regretting life that you would have got a seat in NIT's/IIIT's with your rank, Please do register for the JOSSA Counseling and do your choice Filling. At least you will have a hope of getting a seat in an Institute.

Just stay tuned in the JoSAA website and when the option entry is released, just login using your JEE Mains or JEE Advanced Roll number and password and enter the options. The counseling is free for all those who have cleared the JEE Mains or Advanced. I hope you got the point after reading this answer.

Your Jee main percentile is more than cut off for SC candidate . So you are elligible to apply in josaa counseling . But your score is low , as per previous cut off you can't get seat .
Try for private college .

Joint Seat Allocation Authority conducts the Counselling and Seat Allocation Process for 23 IITs, 31 NITs, 23 IIITs and 23 Other-GFTIs. Candidates qualifying in JEE Mains and JEE Advanced 2019 will have to register for JoSAA counselling to get admission in participating colleges. JoSAA Counselling is expected to begin from second week of June. Official schedule will soon be revealed by the authority.

For josaa counseling, the 12th standard marks must be above from 65% for SC. Otherwise your seat will be definitely cancelled. But you can apply for jac delhi counselling, for some colleges like:
DTU,NSIT,IGDTUW, IIT-D
And in jac Delhi counseling, the minimum 55% required in each subject.
Feel free for ask some more queries.

You are qualified but your score isn't enough for NITs or IIITs.You need 75+ percentile to be an elligible for IIITs or NITs.But you should participate in JOSAA for sureity.

May I inform you that any one who qualifes jEE mains according to his/her category percentile is eligible for Jossa counselling.
Now as cutoff percentile for SC candidate in JEE mains 2019 was 54 and you have secured 62 percentile, so definitely you are eligible for Jossa counselling process.
So I would recommend you to Take part in the counseling process and look for the college which suits you best.

Since your rank is not too good, its highly unlikely for you to get a college with that rank. But since you have gotten your name in the Common Rank List, you are eligible to apply in the counselling sessions go for choice filling.
