Well as far as I can see you are somewhere in the middle of all EWS candidates who have qualified. So anyways the seat reservation is about 10% which is quite close to ST reservation of 7.5% and the number of canfidates is also similar. So I believe that you should look for ST category rank cutoff which should be similar to EWS cutoff. This is the first time this category has been introduced hence no one can predict for sure which colleges you can get.

Well I am sorry to state that the candidate must fill the board criteria of being in top 20 percentile or obtaining 65% for SC/ST before the beginning of first round of JOSAA counselling. Usually JOSAA counselling starts in June hence if you get a seat in any college and go for counselling, they will ask for 12th marksheet. If you do not fulfil board criteria at that time then your seat with be cancelled and your application will be rejected for further rounds. Hence your son has to try next year according to me.

Well according to last year trends and cutoff I think you can surely get the following branches in BIT Mesra.
Bio Technology
Chemical Engineering
Chemical Engineering (Plastic and polymer)
Civil Engineering
Production Engineering
You will probably get any of these branches ideally after first few rounds of counselling or maybe even in the special round.
If you do not wish to take a drop then BIT Mesra is the best institute for you given the rank you have.

Well I am very sorry to inform you Sathvik that you will not get Computer Science and Engineering in any of the 31 NITs with or without home state quota. I request you to either reconsider your choice of branch or look for admission through some other exams and counselling. You can also go for a drop year and improve your score.

Well I am sorry to inform that there is no chance of getting a college through JOSAA counseling. If your son has appeared for some other exams then you should try to get admission in some other college. Otherwise taking a drop is not a bad idea because he can improve his rank and get a decent college next year. All the best!

Yes you have to present the EWS form given in JEE brochure fully verified and stamped by competent authority during counselling. Failing to do so you will not be considered for seat acceptance and you shall be disqualified from further rounds of counselling. If you cannot get an EWS certificate because of unfulfillment of every criteria then change your category to general otherwise you would be in a lot of trouble!
