For sure you've been given a rank but if you're a general candidate then unfortunately you cannot apply for JOSAA. You have to secure higher marks than the cutoff of JEE Main 2019 for Paper I to be eligible for the same.

As per JEE Mains 2019, the cut-off for different categories is as follows:
1. GENERAL : 89.7548849 percentile
2. OBC-NCL : 78.2174869 percentile
3. SC : 74.3166557 percentile
4. ST : 44.3345172 percentile
5. PwD : 0.11371730 percentile
Now, you if you have qualified JEE Mains 2019 in your respective category, then surely you are eligible for JOSAA counselling.

Yes, you can definitely sit for both JOSAA and NEET (2019) as both are different from each other.However, there are many points to be kept in mind , some of them are mentioned below. They are:-
1. You should be clear enough about the career you are going towards.
2. There should be no clashing of dates and you should able to manage.
3. If you are deciding on the basis of marks and good colleges and getting them through NEET2019 then you may go to medical college.
4. If you are ready to give your life to studies, then go for medical as doctors require a lot of degrees to maintain and succeed in their profession which is very tough / if not then go for engineering(will also require dedication).
5. If you can imagine yourself waking up in the middle of night for treating patients(shifts) and are helpful to the core of heart, go for medical / if not go for engineering.
6. If you are going for private college then its not worth as it is costlier than engineering colleges.
NOTE: The decision is up to you and you are the only one responsible for any decision and as per the above points,they may differ from person to person.

For top nits you should get a rank within 60,000. If not scored that much, then you still have an opportunity if you are a homestate resident of some nit with very high homestate reservation. These nits are nit Sikkim, Agartala, Arunachal Pradesh, Manipur, Mizoram, Pudduchery and Harmipur. You can get admission in them with even ranks in lakhs. But you have to be a homestate resident. Else there's no nit,iit, gfti or iiit. You can check others at josaa.nic.in. You can also try rank predictor by careers360
Please provide your rank only then we can estimate whether there is a chance of getting good college or not. If you are really eligible then definitely JOSAA will allot you the good college.
