Although the branch selection is based totally upto you, upon your interest of subjects. As it is but obvious that you wouldn't waste your time, money in studying something which doesn't interests you and that also for 4 years. Still according to me I guess SJCE ISE will be a better choice considering all the aspects.
SJCE placements for CS,IS,ECE are exceptional and all the companies will allow these 3 branches ,so there will not be any restriction for ISE students during placements and they are par with CSE students.also, CSE at SIT tumkur won't be a great choice over SJCE.
Talking about placements of both the colleges then the highest package offered by SJCE is 32LPA and average ranges around 5-6lpa.
Whereas, the highest package offered by SIT tumkur is 12lpa and average is around 3.5-4lpa.

Comedk does not provide reservation for OBC caste, the only merit offered is people who are OBC need 40% aggregate marks in 12th standard. Based on your ranking, CSE seems like a long shot but you try for branches like EEE and ECE, you'll definitely get in the top 10 colleges with this rank. You might get IT in further rounds but also keep a backup plan. Hope you get into the branch you want.

For SIT Tumkur, considering the previous years cutoff the cutoff for CSE branch was 9000 rank. Now for Nitte Meenakshi, the cutoff for CSE branch was 11286 rank. However, cutoffs change every year depending on various factors such as no of students, vacancy of seat and difficulty level of the exam. So, you may have chances to get admission in Nitte Meenakshi. Also, you can search and apply for other colleges as well for a backup.

I assume you are from general category and you have a rank around 13000 (since you have not mentioned it and also assuming you are not from Hyd Kar border area). You have chances of getting admission in SIT Tumkur (good chance) as the last rank to get BE Mechanical Engineering in Siddaganga Institute of Technology is generally around 50000. see national institute of engineering mysore and SIT tumkur both of the college is excellent interms of placement, internship opportunity, student and faculty ratio, extra curricular activities etc. however there is not very much comparison between the two college and both of the college is quite good. if you study saying at home your hostel fees would be save. however if your family is financially capable to bear your expenses then you may definitely go for NIE mysore and explore the new city.

The best college for CSE course among these two would be MVIT as the cutoff for MVIT is less compared to NIE and SIT which suggests that there would be better students in that college and thus you would get a better environment to study. Also, the placement record of MVIT is a little better than NIE as it is located in Bengaluru city and thus more companies visit there for placements.

Wi-Fi is available for students on the campus with good internet speed. The lab is average. Our library is well-maintained. Talking about the hostel, its rooms are good. 24X7 Wi-Fi, water supply, and electricity supply are available. The mess food is not up to the mark. Otherwise, the overall rating of the hostel is good. Overall I like my College infrastructure and facilities
The classrooms are good, and Wi-Fi service is well too, but I am not satisfied with the library and medical facilities. There is a shortage of books in the library. Every student should be assured with individual handbooks well. The labs are good, and well there is sufficient equipment so each student can practice and get acknowledged.
The infrastructure of our college is quite good. It has a good Wi-Fi facility, but the only limitation is that it can't be used from 8-5 pm due to classes. Labs are well-equipped, and the classrooms are above average. The library of our college is good as it has all the books related to our course. The food served in the hostel is the only problem as it is mostly south Indian, which is a problem for north Indian students. The other facilities like medical and sports are good. There is a stadium for students.
