According to your question and taking into consideration that you want to choose between EEE and ECE in pes and uvce.
Undoubtedly, i would recommend you to go for Pes with EEE as it is one of the most renowned college of South and is considered to be very good with placements stats. The quality of students over there are also very good in comparison to uvce.
*As per previous year cutoff , University Visvesvaraya College of Engineering, Bangalore closing cutoff for IS branch goes till 16,652. Also, you have great chance that you will get IS branch in University Visvesvaraya College of Engineering, if cutoff does no't go higher.

Although UVCE or Dayanand Sagar are more or less same. But you should that college in which you are getting cse branch. UVCE is affiliated to Bangalore University. Also UVCE is slightly better than Dayanand Sagar in terms of placement, faculty. But your priority should Cse branch.

Hey, surely you can get seat in UVCE, Bangalore for computer science and engineering. Your rank is enough to get admission in UVCE. Before that ,you have to attend the common entrance test/aptitude test conducted by the government of Karnataka. Totally 70 seats are available in CSE . There are numerous opportunities in that department, good for placement also. All the best.

Placements, faculties, classrooms, campus infrastructure are so good
I think DSATM is better than UVCE in every parameters like placements, facilities, faculties, college ratings
But all depends on your interest. It's your choice to choose College in which you want to get in

Yes, Other state students can join UVCE College . To join UVCE college you need to write KCET (karnataka common entrance test ) or DCET ( Diploma common entrance test ) are conducted by KEA(Karnataka Examination Authority). There are no payment seats .
As you are from other state you can only apply for KCET . DCET is only for the students who studied in the Karnataka Technical Education Board.

University Visvesvaraya college of Engineering(UVCE) Bangalore ,Number of rooms 62,number of beds 248.Hostel provides WIFI too.According to fee structure hostel residence is free and per day it cost 50 rs/-for meals and total it is about 9000 per semester.Freshers While admission have to pay 3000rs/-as cleaning charge and 2500rs/- as deposit which will be refunded while leaving the hostel,Be honest in this clg rooms are very small and not good hostel facilities.

One of the best college in Bengaluru, And it has best infrastructure along with that it built in 1917 by a Sir M Visvesvaraya college of Engineering. In last year complete college is altered and established in better manner as described in present technology .
College building is quite good,lab equipments are too old,beautiful rock garden.But College campus to too small compare to other collegs. events happen every year, but imagine how grand feasts in government College.
