You have a slight chance to make it to VIPS of IP University considering the fact that a lot of students having attained rank in the range of 3000-5000 would be willing to get into the newly established NLUs like Jabalpur,  Shimla,  Sonepat and Nagpur.

You have a decent chance of getting into VIPS but no chance of main campus. You can also apply brought NLU Sonepat which is inviting admission for the first time and certainly the quality at NLU Sonepat will be far better than VIPS. This is just an added information in case you already know kindly ignore.

ADMISSION

• All candidates must apply through IPU CET for admission to any of the courses offered by VIPS.
• Application forms for IPU CET can be submitted online through Guru Gobind Singh Indraprastha University website.
• Payment of application fees, which amounts to INR 1000 per course, can be paid online via BillDesk payment gateway using a credit/debit card or net-banking.
• Candidates who meet the minimum cut-off mark in IPU CET  will need to attend the University’s counselling for further processing of his/her admission.
• Selection of candidates is done through counselling conducted by Guru Gobind Singh Indraprastha University.

I am sorry to tell you that there is no chance for you to get admission in Vivekananda Institute of Professional Studies in BBA with the rank 6698 in GNGNO category as it closes at 1597 rank for Outside Delhi candidates. But still there are many colleges affiliated to GGSIPU you can get admission. Some of them are listed below

• New Delhi Institute of Management 60 & 61, Tughlakabad
  
• Banarsidas Chandiwalal Institute of Professional Studies, Dwarka
• Delhi Institute of Advanced Studies, Rohini
• Delhi School of Professional Studies and Research, Rohini

With the rank you're mentioning I'm afraid you won't get into either the main campus of IPU or VIPS as their closing rank lies somewhere near 2500. But you can definitely look out for other colleges under IPU like 

• Fairfield Institute of Management and Technology 
• JIMS Engineering Management Technical campus, school of Law 
• Chander Prabhu Jain college of higher studies 
• Delhi Metropolitan Education society 
• Delhi Institute of Rural development 
• BLS Institute of Technology Management 

And other good private colleges also like ICFAI Dehradun, MS Ramaiah college of law, ICFAI Law school Hyderabad, Christ University Bangalore etc.

It is difficult for you to get a seat in Vivekananda Institute of Professional Studies 1st shift because as per last year's records, the closing rank for VIPS for outside Delhi General candidate was around 1100 rank. However, you have good chances of getting seat in VIPS 2nd Shift BBA as their last year's cutoff was around 2400 rank so you have good chances in 2nd shift program.

According to your question as you have asked that you are from outside delhi and you appeared for CLAT and also belongs from OBC category and want to get admission in IP UNIVERSITY .

So let me clear you that yes you can get admission and also it is good if you have given the cet exam of ip university as it will be easier for you to get admission there.

And you have to also visit to  the university and asked the authorities there by which it will be easy for and they sort out your queries .

The Supreme Court has recently announced its decision that going forward admission in BA/ BBA LLB and LLM courses offered at the varsity will be done through CLAT exam.

Earlier, Delhi High Court had restricted Guru Gobind Singh Indraprastha University (GGSIPU) from accepting Common Law Admission Test (CLAT) scores for 2019-20 admission to the undergraduate law courses offered by the university and affiliated institutes. The court had passed an interim on the same and also directed the university to reflect the order on its official website.

However, after the Supreme Court order GGSIPU has released a notification stating that the university will accept CLAT scores to offer admission to candidates in UG and PG level law courses offered by it and its affiliated colleges.

It may be noted that GGSIPU has also discontinued IPUCET for admission in BTech (excluding Biotechnology), MCA and MBA programmes. Admission to these courses will be done on the basis of national level exams like JEE Main , NEET and NATA . The university, however, will continue conducting the IPUCET exam for  BTech Biotechnology, BBA, BCA, BJMC, MJMC and MA English courses.

Vivekananda Institute of Professional Studies be one of the top college affiliated to GGSIPU and therefore requires a higher rank to get into it. Rank above 3k gives you a less chance to get into vips but you can still hope to  get  in . You might get some other good colleges of GGSIPU for sure.
